| Spring Valley is located approximately 10 miles west of downtown and just north of I-10. Spring Valley is one of six villages near I-10. Four villages (Bunker Hill, Hedwig Village, Hunters Creek, Piney Point) are south of I-10 and two villages (Hilshire Village & Spring Valley) are north of I-10. Spring Valley was incorporated as a city in 1955 and has its own city government, mayor, city council and police department. The city is strictly zoned and the minimum lot size is 10,000 square feet. The streets of Spring Valley reflect names of families who either owned or developed that area. What is called Westview Drive today was once called Holm's Road for the E. J. Holm family. Fries Road was named after Mr. and Mrs. Fries, honoring a family who owned one of several plant nurseries in the area. Beutel Street was named after Mr. and Mrs. Louis Beutel who owned most of the Osborne Survey, which consisted of tracts of land given by Sam Houston to men who served in the army of the Republic of Texas. In 1981, a major change was made when two-story houses were permitted for the first time. The Spring Valley Police Department offers twenty-four hour protection provided by a Chief, Sergeant, Detective, many officers, and civilian personnel. The department also provides protection to Hilshire Village under a contract agreement. The Village Fire Department services all six villages and the cost to operate the department are shared by the six villages served. Emergency Medical Services staffed by paramedics are provided as well. On July 3, 1983, the present City Hall was dedicated to the Citizens of Spring Valley. The building provides offices for City officials as well as a Municipal Court Room and the Police Department.
Children in Spring Valley attend schools in Spring Branch I.S.D. as well as private schools in the area.
